People are most programmable between birth and around 7 or 8 years old. 
The thoughts and ideas drilled into people's minds in these years become DEEPLY rooted subconscious beliefs. The baby brain does not know whether or not those thoughts and ideas are true. The young brain does not discern whether the thoughts and ideas it receives are beneficial or harmful. So people grow up with their subconscious beliefs and become adults who still carry the subconscious beliefs from their childhood.

The thing about subconscious beliefs is that they drive and determine people's focus, people's decisions, and people's actions. Ultimately, someone's subconscious beliefs determine their reality (just as you said  "Beliefs create your reality").

The problem today is that most people are still "in the box."
They are "in the box" of their belief system, and are not aware that they are in a box of mental assumptions. 
Most people are not aware that quantum physics and neuroscience are literally proving that beliefs do create your reality.

In understanding that we directly create reality in this way, we can now move forward to reprogram our own beliefs and create the reality we desire, instead of believing and behaving as if we are powerless against circumstances.

Belief and Faith are the stuff of Miracles.
