The Bavarian purity law (Reinheitsgebot) from 1516 states that water, barley and hops are the only permitted ingredients but that's because yeast had not been discovered, yet. The purpose of the purity law was to protect wheat and rye from being used in beer brewing and thus to guarantee the affordability of bread.
