<p>Basically nothing happens at all. The author will obviously not get paid either in Steem, SBD, or Steem Power. </p> <p>As for the coins themselves; they never even leave the reward pool. The blockchain just ignores the entire existence of posts that have declined payout. </p> <p>I have read some people say that the potential rewards are taking out of the reward pool and burned (which would be good for all the other Steem owners), but this is not true. Again, <strong>the rewards do not leave the reward pool at all</strong>. </p> <p>So you are pretty much just wasting voting power if you upvote a post or comment that has set to decline payout. </p>
