The payouts are different now, but that's not because of HF21. You mean different because you now get STEEM, SP and SBD, right? That's because the SBD price is that low at moment. I'm not sure how it works in details, but if the ratio of STEEM market cap (or price?) to SBD market cap is too low, a part of the payout is made in STEEM instead of SBD.
