Yes, instrumentals were always allowed and still are. I would say a 2-minute song with some structure that has a few verses and a chorus would be the minimum duration. There have been dozens of entries where someone plucks one guitar string for less than a minute with no kind of song there at all and enters it as a post. That will not do.
