If you have time, the Salon.com article from 2001 talks about the 1st gulf war and the vaccination of US and Saudi forces and also touches on the planned vaccinations of 2.4 million US army personnel...scary stuff considering the safety of soldiers does not appear to be high on the agenda, though they claim it is. 
It's interesting to consider your idea about the Gulf War syndrome...I haven't come across that angle before, i always assumed it was the depleted uranium but now...anything is possible.
