It is, they do not see people as a threat under water at all. Just like human blind almost :) I am glad you've been lucky to spot them, and that it came in so close :)

I think probably because their contact with humans is minimal so they don't feel they need to be cautious :) I'm greatful for that! It's also why I stick to the mantra that you can look but never touch.

It is much better not to intrude and just observe, it is their territory. And because diving community is more or less intelligent, they are not scared of people at least underwater.
