Any posts made within the last three days and thereafter will be paid out according to HF 21 rules. What that means is, among other things, that the early upvote penalty will go linearly from 0% to 100% between upvoting 5 minutes and 0 minutes after the post is published. The optimal voting time is probably between 3-4 minutes. Right now it's most likely at 5 minutes because most voters aren't aware of how the early upvote penalty window will change. Heck, some people seem to have even failed to get the memo after HF 20 when the window was shortened from 30 minutes to the current 15 minutes.
