That means the exchanges had a net positive transfer amount, meaning when you take the total amount transferred into an exchange and subtract out the amount transferred out of an exchange, you ended up with a positive number, meaning more people transferred money to an exchange that off an exchange.

As to what that _actually_ signals? Well... maybe nothing. Or it could signal they are planning to sell on the exchange which might be a leading indicator of future price drops if the market can't sustain that sell pressure.
