I might need for you to explain to me how creating an account with resource credits work sometime. I know a lot of people are stockpiling them so they can give them away should things turn around and lots of people want it. I'd like to have that ability as well.

You can do it on Steemworld and probably other places. I created some with a Python script. You have to send people their keys and it's up to them to change them. The technical aspects are still a barrier.
