I suggest that you can currently claim 2 accounts, before needing a rest to recharge your RCs.

It's you who in future, will be able to create the accounts (I don't think claimed accounts can be issued before they 'exist in full')

Then you can create the account (hopefully when Steemconnect update their account creation screen) for yourself or whoever, and then finally, (when this feature is available) delegate Resource Credits to it as 'fuel'.
