I think the market is still in the process of figuring out what a fair price will be under normal market conditions... and we haven't really seen anything like "normal" yet... I expect it to stabilize at some point, but it might be a lot lower than some people expect. There will always be selling pressure from people powering down... we just have to find out at what price we see equal interest in buying steem to power up. It's going to be a process.
