Yeah this is definitely a problem.  It seems like steemit updates/hardfork are only helping to promote this more and more.  This was one of the reasons why my posting became inconsistent and I stopped for a long while;  I would put work in making a post and then seeing people who don't getting extremely high rewards. Definitely encourages vote buying when a person who is creating good work feels undervalued.
