In my opinion this is kinda tricky. Since whales invested a huge amount of either time or money they deserve the right to be whales and benefit the most. I know it can be frustrating sometimes when you see your content is million times better than a whales but they get several 100 bucks per post and you only get some cents, but eventually people will recognize good content and good content will be rewarded in the end.
