I am a witness, @exnihilo.witness. I am ranked upper than 200. Unfortunately I can not run a full node because it requires a huge server, too expensive for me for the moment. I am totally agree that it should be mandatory to run a full node for a top 20 witness. I hope to have this opportunity one day...
