Why not automatically cancel (unapprove) votes given for witnesses which have been inactive for a certain amount of time (long enough to safely be considered dead)? This doesn't resolve the issue of not having enough full nodes, but can give more hope to lower ranked witnesses, since they don't have to fight their way up against dead witnesses, which is highly demoralizing.
