Once the hardfork code is released, you will be able to see on the https://steemd.com/witnesses page which witnesses are voting in favor of it based on their version number. (Witnesses running 20.x are voting 'yes'.) Until the code is released and witnesses start actually voting though (by installing the new version) then it is up to them to communicate their plans to the stakeholders.
