My question is, can we have more of a layman's explanation of Steem Dollars? I understand that is in kind a sort of "debt instrument," but the interest rate is variable and is currently at 10%...how would it change? Who is in charge of changing it? How would the Steem Dollar be impacted with declining a declining interest rate? I've been reading some discussions surrounding steem dollars but most of them deal with how to address certain concerns...I just would like to know if there's a "knowledge base" somewhere for Steem Dollars so I can gain more insight from the ongoing discussion. Thanks.
