second, wanted to inform you that **_there's nothing wrong with vote values, even tho they've been cut in half_**, this is due to the recent change in _printing rates_, now posts pay out SBD

it caught me by **surprise** :)

i'm happy that i've fixed the ``getVoteValue`` function, now it's getting the correct value of the vote :D

i've also lowered the ``Vote Power`` requirement for casting a vote to **90%**, and set the ``APR`` to **min 5% and max 17.5%**, we'll see how this goes, please provide feedback :P
