i don't know how this HardFork 19 works and what it is as i'm new to steemit( i need to do some research about it now) but it is good to spread happiness to all the community members and encourage us new authors to publish more content and to explore different corners of this community. I think it is one honest attempt to push the minnows to participate in this. 
Steemit will never be same after this update. it will start to attract more number of content creators and give them everything like audience for their work, income, appreciation, learning, evrything. 
And coming to the contest there are others who deserve this more than me
