@wang is voting on his / her whitelist. that means the human behind wang looks for great bloggers and then adds it to his / her whitelist. wang will now upvote all posts from these authors after 15 minutes. from time to time the human behind wang looks at some upvoted posts if they have still a good quality. if not wang will contact the blogger to improve his posts again so that he can be kept on the whitelist.  
would be great if this future would be implemented for all. just imagine, you could follow a person and upvote their posts though that automatically. this would also be much more fair for users that are not technically skilled enough to use a bot.
