Well, it's not like there's a good Wiki for Steemit, or anything like that, so it's not really your fault. But yeah, the flag is basically a reverse downvote: if your upvote adds $1, a flag takes away $1. The amount taken away from that post is then returned to the reward pool, and allocated among other posts that are pending. :)
