I just stumbled across this and then got to the end and realized it was written 8 months ago! So these problems are still the same problems, which is sad. I am kinda new on steemit; I joined in June. Things are a little disappointing, but I like the overall concept, so I stay. I particularly related when you say:

I recognize the economic power of people who have a lot of steem power, but it is hard to understand that they have a better view of the article because they have more steem power. Wisdom can not be proportional to the person's economic power. 

Also, sometimes I see my post has 20 likes and 6 views. People are clearly just upvoting for hope of reciprocity of some kind without reading articles. Not that they have much power, but that kind of behavior de-validates things as well.

I don't have the kind of thought-out solutions you have proposed. I hope the right people eventually read this and do something about it, lest the beautiful concept fail.
