I thought about this. I realize it's not going to be perfect. I thought of this in the same way that companies sometimes give out holiday gifts, as a form of gratitude, like a once a year thing..... I hadn't thought it out all the way, as it is only my suggestion, and I have not spoken with anyone from Steemit, Inc. about this solution. yeah, there will be some left out for this one.......it would be nice to include all engaged users....
