Right now I'm only offering the donation proxy service and will raise funds & awareness with wikileaks news updates . I do see the other applications for the blockchain (storing leaks themselves) but at this stage I feel it would be more effective to fundraise.

I feel like it would be a better use of resources and less spammy to use steemit for awareness & payments rather then direct data storage. IPFS looks like it would be useful , we could seed data to the IPFS global torrent swarm for each leak and use the news digests to reference and organise them all. This would be difficult to pull off in a useful way that adds value , I'm happy to look into it further if there is interest but at this stage I feel that steem's strength is in its distribution method for fundraising and social web-of-trust for crowdsourced info verification , not mass data storage..
