Those numbers aren't accurate. Look at PAL...it says a maximum of 7 billion. According to the white paper, there inflation rate will net out only about 50 *million* decade.

I also don't understand the ENG token but I also haven't really looked into it. I dove into PAL because it seems like a flagship token.

I think eng must be staked to allow rc on steem-engine. It was gonna be the token needed to pay fees, but they changed models.
