First of all i would like to say,this is really good idea! The implementation would have a great impact on the project because when there is an emergency peoples will know that there is an emergency but they will have no idea about what is going on so adding this features you have mentioned will have really great impact on the project  and will improve the efficiency in a very perceivable way.
