<h2>Without the State, Who Will Handcuff Teens for Selling Water Bottles?</h2>

<p>Tourists taking a stroll around the national monuments this past weekend might have wondered what horrible crime was committed by a group of black teenagers sitting handcuffed and detained on the sidewalk. But while imaginations may run wild, the truth of the matter is extremely tame; the only offense these teens were guilty of was selling bottled water without first asking the government for permission.&nbsp;</p>

<p>If this seems like an overreaction on the part of law enforcement, that is because it absolutely is. However, this over-enforcement has become all too common when it comes to youthful attempts at entrepreneurship. During the hot summer months when school-aged children are liberated from their oppressive classrooms, many have discovered the wonders of capitalism only to be shut down by local authorities.</p>

<p>Just a week prior to this appalling scene, a similar instance occurred in the neighboring city of Baltimore, Maryland. A group of young black children, still donning their school uniforms from earlier in the day, were selling snow cones in their community, until police shut them down for not obtaining the proper permits. While these young children were fortunate enough to not have been placed in handcuffs, this national crackdown on child-run businesses is having a far worse impact on the communities where the self-sustaining entrepreneurial spirit is needed the most.</p>

<h2><blockquote>Members of lower socioeconomic communities are constantly facing state obstacles.</blockquote></h2>

<H3>Breaking the Cycle</H3>
<br>
<p>In the District of Columbia, <a href="https://app.bill.com/onboarding/Signup?inviteID=vin01XXFFZXMNJH1g8jx">26 percent</a> of its black residents are below the national poverty line. Equally dismal, for those black residents living in Baltimore, Maryland, <a href="http://www.city-data.com/poverty/poverty-Baltimore-Maryland.html">27.6 percent</a> are considered to be living below the the poverty line. And yet, rather than encouraging these communities to become self-sufficient, the state is penalizing those who have the most to gain from entrepreneurial endeavors. </p>

<p>Whether it’s selling lemonade on a neighborhood street corner or, like the young men detained in DC this weekend, selling cold bottles of water to overheated tourists, local law enforcement has cracked down and and penalized minors who would dare start a business without first obtaining a government license. However, in other areas, specifically more affluent communities where the level of those living below the poverty line are not quite as high as Baltimore and Washington, DC, you will rarely find young entrepreneurs placed in handcuffs for making a few extra dollars. </p>

<p>Perhaps, this is what makes the scene on the national mall this weekend so horrific. Officers on the scene claimed that this extreme measure taken against these teens was done in order to ensure police safety, exemplifying yet again how members of lower socioeconomic communities are constantly facing state obstacles.</p>

<p>Not only are these licensing laws not doing anything substantial to actually protect consumers, they are disproportionately impacting the most economically vulnerable communities in negative ways. And as a result, the vicious cycle of poverty becomes incredibly difficult to escape.</p>

<h2><blockquote>Compulsory education prevents children from getting actual real world experience.</blockquote></h2>

<p>For most of these young entrepreneurs, it never once occurred to them that they would even need such a thing before engaging in the economy. And who can blame them? In addition to these permit requirements being absolutely meaningless, the public school system has done nothing to foster an environment where young Americans are encouraged to go out be active participants in the economy.</p>

<H3>Imprisoned by Compulsory Education</H3>
<BR>

<p>Compulsory education has mandated that adolescents must sit in a desk for six to eight hours a day, caged away from the rest of society and isolated from critical thought or practical life skills. Instead of teaching students precepts of the free market and allowing them to actually experience capitalism in action, they are kept in a state of dependency until the day they turn 18. Then, after this magical government-sanctioned right of passage has occurred, we throw them out into the real world and expect them to know how to find a job and make money. </p>

<p>Truthfully, it is amazing that these young people even want to get a job and make money after the system has crushed their spirits for 13 years. But in cities with higher levels of poverty, this becomes an even greater problem, especially when college is not a desirable or feasible option. The ability to create a business or learn a practical skill that can be used to cater to market demand is profitable for those of all socioeconomic backgrounds, but especially those eager to break the cycle of poverty.</p>

<h2><blockquote>The market is a liberator of all people, regardless of their circumstances.</blockquote></h2>

<p>But for those in more economically vulnerable communities, the system disproportionately impacts their ability to succeed as independent adults. Instead of encouraging their entrepreneurial spirit, we teach them useless skills and prevent them from opting out of school in favor of apprenticeships or other specialized courses of learning.</p>

<p>In fact, the system not only prohibits these students from looking for alternatives to K-12 education, it criminalizes those who stop attending just as it criminalizes those who do not ask the government for permission before starting a business. &nbsp;</p>

<p>This was unfortunately exemplified this weekend in Washington DC. the boys were were detained were merely trying to be entrepreneurial. Understanding that tourist season and the summer heat create an enormous demand for cold water, these teens spent their weekend creating value. They weren’t out getting into trouble or committing offenses, they were trying to be financially self-sufficient and instead found themselves handcuffed like common criminals.</p>

<H3>The Market Provides</H3>
<BR>

<p>The market is a liberator of all people, regardless of their circumstances. It exists to help all those who are willing to utilize it well. When individuals of all ages are allowed to take full advantage of everything free market capitalism has to offer, they are able to better their circumstances, innovate their lives, and rise out of their situations.</p>

<p>When the state is continually building and reinforcing barriers that are put in the way of those who are already facing poverty and other unfortunate circumstances, it keeps them from achieving their full potential and becoming successful individuals. If the state is serious about trying to help those from the most vulnerable communities, the simple solution would be to stay out of the way.</p>

<p>Fortunately for the DC teens, the media they garnered as a result of being handcuffed caught the attention of Raymond Bell. Several years, Bell started the H.O.P.E (Helping Other People Excel) Project whose mission is “an information technology ("I.T.") training program dedicated to providing technical training and development for young adults.”</p>

<p>After reaching out to two of the four young men in the picture, Bell was able to get them involved in his organization and they will soon be starting their new summer jobs in the tech industry. “I’m an entrepreneur myself,” Bell said, “and I love seeing young people having an interest in working for themselves.” Bell says he plans on reaching out to the other boys as well, but already, his organization has done more to help than the government ever could. </p>

it's all completely ridiculous.  this is how our city is as well.  We were having a garage sale one day and we had a police officer stop and ask us if we had a permit.  He told us that next time if we didn't get the $25 permit that he would be fining us.  What?

You also can't sell anything here, downtown, without a business license.  Doesn't matter if it's a framed photo or a bottle of water.  

I think a lot of it comes down to TAX.  more income for the state and county.

That's outrageous. I remember I lived in a country town & a guy appeared on an old bicycle with vegetables on the front for sale. He had grown them in his allotment & was now making a bit of cash. I thought it was a brilliant idea. However he didn't last long ...local council shut him down.

I read this in salon.com and in my opinion shows what exactly happens:
"For me, there’s nothing more refreshing than a bottle of cold water, usually bought from a kid, on an 80-plus degree summer day. I don’t necessarily want to see kids out working in the heat, as I know how dangerous that can be, but I do love seeing our young people embrace entrepreneurship, personal responsibility and learning the basic fundamentals of running a successful business. With all of the bootstraping mumbo jumbo that Republicans spit out, children should be rewarded, not penalized, for wanting to make an honest buck, especially when African-American minors are unemployed at a disproportionate rate. This reminds me of a common question thrown my way. “If young African Americans aren’t able to find employment in drug-infested neighborhoods and don’t have a family structure that provides for them, what should they do?”

This is very wrong on so many levels.

The kids in this story are not exempt from the law. The regulations exist for everybody.

If you need a permit to be a street vendor, then they should have obtained a permit to do this.

But, they are *kids*. they had a bright idea, thought they would get rich, dared to dream and went for their dreams.

So no real fault can be attributed to them really. The fault lies with the cops who arrested them. This could have been handled, and *should* have been handled completely differently.

Instead of arresting the boys for not having a permit, the cops should have *issued* a permit and then bought a bottle of water off them.

How would that scenario have affected those boys' view of the system and their part in it? How would that have encouraged compliance in future ventures?

What lesson would that have for their peers?

Instead they have just had all the usual stereotypes reinforced - 

the state exists to keep you down, 
you are a criminal, 
the cops hate you, 
society hates you,
you will never be *allowed* to succeed,
the only way is jail

Is it any wonder that there is such disillusionment amongst people in the US?

These are your future domestic terrorists. And when they finally snap and retaliate for all the cruelty they have suffered,you will weep and ask 'why us'?

This is why. All of their options, all other paths, have been stripped away from them, systemically.

As you sow America, so shall you reap.

With everything you've said, my friend, I agree, except this. There can never be a *need* for permission, apart from using someone else's private property.

I am a staunch believer in the concept of *liberty* and *common law.* I believe we are, by nature, truly free to do *any good thing.*

We do not need *permission* to do good. There is no *legitimate* law against doing good. The only true *crimes* occur when we perform some aggression against another.

And so, in the scenario presented in this article, the youngsters were entirely doing good, and it is the *cops* who are the *criminals.*

I understand where you are coming from about the permit. However, in the society they live in, the law exists. and it exists for everyone.

As that society is governed at this time, break the law and you get arrested. That is the *current reality*.

So in that current reality, the cops had a choice, be nice, supportive, helpful, understanding - builder of community. Or they could be aresholes.

They chose the latter when the former was the obvious choice for someone who signed up to 'serve and protect'.


This incident is less about the enforcement of laws that you think should not exist, and more about the attitude of the state towards its citizens.

Those young men now believe the state exists to keep them down, and after this, who could prove them wrong?

The laws, while we may not like them) are usually there for a reason (Ok, some are there just so you can look at them and go WTF?).  They are usually drafted to provide protection to some party, like the general public.

For example street vendors must be licenced as a way of ensuring they are not harassing the public into buying their goods (I'm looking at you street vendors in Kenya!). If they infringe then their licence can be taken away.

This protects the public. Or at least that is the *intent*. As with all laws it will get misused by someone for their on ends.

These kids should have been embraced by the state for their actions and shown how to participate in the system. This was a lost opportunity that can not be regained.

And while these young men might get picked up by a nice guy that sees their story, their friends will not. And their friends will know that if they try to get out of the grinding poverty they live in, the state will hammer them every step of the way.

So why bother trying?

While your vision of a society where people are respected and allowed to live in harmony without the need for restrictive and oppressive laws, is a nice one, that's not where these young men live. It is not where their children will live, or their grandchildren.

They must learn to navigate the world and times they live in, and use their passion, skills, and experience to make their way as best they can in that environment, as we all do.

The very least the state can do is cut them some slack and *help* them along that path. especially when they are trying to do a good thing.

Wow this is the most ridiculous thing I have ever heard of - they're arresting kids now just for selling water bottles? Since when do you need a permit to give water to overheated tourists? 

This is simply outrageous and I'm even more pissed off to hear that this is happening in my hometown of Washington D.C. We have to continue spreading word and raising awareness about this blatant corruption - the more people we can inform and educate about this issue, the better hope we have of banding together and stopping this nonsense.

There is footage of a group of school children who visited the current site of the Twin Tower memorial to perform a song. And upon doing so they were forced to stop by authorities because they had no permits. But what made this really insidious to me was that the teacher they were with stood by the authorities and told the children that they must obey them. This to me is a form of indoctrination to never question authority. Now im not stating that permission shouldnt have been obtained but for their teacher to instill in them the belief that police and all authority must be obeyed without question is horrific.
