Our strength as one race, is also our weakness when it's too much. We Pinoy, is very self-centered. We do not make a sharp distinction between our personality and society. Even in work, if you are being scolded by your boss because of failure in your work output, you held it personally and you get angry to him.
In other country, after you were accosted, you and your boss will have coffee again at breaktime. They know how to separate personal from professional things. Not us. To criticize a part of our personality is understood as criticizing our whole being. Whatever one's person is good at, we don't listen to it if we have an issue with him.
This is shown off in the style of our politicians. Everything they'd done must have a "personal and human touch" --- from those faces in the scattered posters and billboards, until in notebooks and bottle of medicine that they gave to the masses. They wanted to print their faces and names in the minds of the people that they're the one who is behind the scheme of that project even though the money was not from their pockets. It's them who are called "EPAL" or they are those who make as if and wants to take the attention.

You need to have a relation or connection in order for you to quickly process transaction in the government offices. If not, then you suffered to wait for your papers. If not be done personally --- then there's another way --- under the table or bribe. It needs some to slip on (grease money) to fix the paper which is needed to be drawn from the depths of filed documents which is not yet been signed.
And we also have so many ghost or 15-30 employees (because they only showed up if the payroll is already in there) in those government agency. They are "hired" because of their connection to the one who seated in position. Let's accept the fact of nepotism in the country. If you are closed in one politicians, you have a high possibility to win in public bidding. It's just a connect - connection only. This is what we must have to stop.
We also have too much love in our family (family-centeredness) that we prioritize their personal interest more than the interest of the city. There is nothing bad to be concerned in family; but if you breaks and violates the law, it's a different story. Even our severe dealings also brings us to misconduct. Because not wanted to be embarrassed in the gang, we favored them even if the reason is just to get along.

You can also add up the debt of goodwill which have no end. That's why the favors continued. And also others may abused your dealings with them. It's only two: either to go along with their goodness or in their perversion. There's a social pressure to conform. In many instances, we need to depersonalize governance. If we want to obstruct the corruption and misuse of fund in the government, we need to educate the society not to depend too much to the leaders with their personal needs.
Because it is expected that even a village council will give free uniforms, basketball or chess board everytime there's a summer league. And if the school days is coming, school supplies, raincoat and uniforms is what then expected. What should a poor captain do, that even his salary is almost not enough for his own household? Of course, needs to stick in the mayor which is the primary patron in local government. You are pitiful if you're not belong in mayor's party. You gape.
As it is not required that those government people and local government official act like they are a patron who must have to save the whole community. The cycle of corruption in the nation will not stop because of this kind of relation. The change will start not in the masses but in the politicians. It is the reason why the "EPAL" syndrome gets worst because of severe strategy by putting their faces in those government projects to harvest political points before elections.
It's because peoples happiness is too shallow. As long as they seen you doing, it's already solve for them. In this kind of trend, it is easy to trick the society. It is not their own money who they spend, why do they have to show the world that the project came from them?
