it depends on how you look at it. 
a decade is a set of 10 years.
a decade could be from the year 1992 to 2002 ... that's a decade...
any set of 10 years is a decade... the "new" decade is all in how you look at it.
i personally see more significance in the fact that it's now the beginning of the 20's, so I consider this a change of decade.

This depends on the applied [Chronology](https://en.wikipedia.org/wiki/Chronology).

If there is [Year zero](https://en.wikipedia.org/wiki/Year_zero) in your country, then the decade has started in 2020.

There is year zero in the Hindu and in the Buddhist calendar, but there is no Year zero in my country (Hungary) (nor in the [Gregorian calendar](https://en.wikipedia.org/wiki/Gregorian_calendar), neither in the [Julian calendar](https://en.wikipedia.org/wiki/Julian_calendar)), so the new decade will start in 2021.

Someone told me the following two weeks ago (on 2020.01.03) on a forum:
"Which was the first year of year numbering? 1 or 0?
If 1, then here are the first and last years of the first and a few additional decades:    
1. 1-10
2. 11-20
10. 91-100
100. 991-1000
202. 2011-2020

So the decade starts in xxx1, and ends in xxx0.
The current decade will end on december 31, the new will start on 2021 january 1st."
