Manuel Antonio Noriega

Manuel Antonio Noriega Moreno (11 de febrero de 1934 - 29 de mayo de 2017) fue un político panameño y oficial militar, e informador de la CIA durante mucho tiempo. Fue dictador militar de Panamá de 1983 a 1989, cuando fue removido del poder por la invasión de Panamá por parte de Estados Unidos.

Nacido en la ciudad de Panamá, Noriega estudió en una escuela militar en Lima y en la Escuela de las Américas. Se convirtió en oficial del ejército panameño y ascendió en filas en alianza con Omar Torrijos, convirtiéndose en jefe de inteligencia militar después de que Torrijos dirigió un golpe en 1968. Después de la muerte de Torrijos en 1981, Noriega consolidó su poder hasta que se convirtió en el de facto Gobernante de Panamá en 1983. Desde la década de 1950 hasta poco antes de la invasión estadounidense, Noriega trabajó en estrecha colaboración con la CIA estadounidense. Noriega era una de las fuentes de inteligencia más valiosas de la CIA, así como uno de los principales conductos para armas ilícitas, equipo militar y dinero destinado a las fuerzas de contrainsurgencia respaldadas por Estados Unidos en toda América Central y del Sur. Noriega también fue visto por los EE.UU. como un colaborador en la guerra contra las drogas, a pesar de que el propio Noriega había amasado una fortuna personal a través de operaciones de narcotráfico. Aunque sus manejadores de inteligencia de los Estados Unidos eran conscientes de esto, fue permitido debido a su utilidad a los EE.UU.

El gobierno de Noriega en Panamá estuvo marcado por la represión de los medios de comunicación, la expansión de los militares y la persecución de los opositores políticos, controlando efectivamente los resultados de cualquier elección. En 1988, Noriega fue procesado por los Estados Unidos por cargos de tráfico de drogas en Miami. Durante la invasión de Panamá en 1989, fue removido del poder, capturado, detenido como prisionero de guerra y trasladado a los Estados Unidos. Noriega fue juzgado en ocho cargos de narcotráfico, chantaje y lavado de dinero en abril de 1992. El 16 de septiembre de 1992, fue condenado a 40 años de prisión, que luego se redujo a 30 años.

La pena de prisión estadounidense de Noriega terminó en septiembre de 2007 , en espera del resultado de las solicitudes de extradición por parte de Panamá y Francia, de condenas por ausencia por homicidio en 1995 y lavado de dinero en 1999. Francia recibió su solicitud de extradición en abril de 2010. Él llegó En París el 27 de abril de 2010 , y tras el nuevo juicio que es una regla en Francia después de una sentencia en ausencia, fue declarado culpable y condenado a siete años de cárcel en julio de 2010. Una liberación condicional fue concedida el 23 de septiembre de 2011, para que Noriega sea extraditado para cumplir 20 años en Panamá. Regresó a Panamá el 11 de diciembre de 2011. Noriega murió en el Hospital Santo Tomás en Ciudad de Panamá el 29 de mayo de 2017, dos meses después de una cirugía cerebral.
