Yes that is correct. We cannot upvote old posts, so we are using a comment via steem-bounty and giving the rewards to the original author. We are hding much of this in the steem-bounty UI so that users don't need to find the comments, but can just click on the upvote button.

Ok, but how do you then transfer the vote value to author? The vote value goes to user who places the comment, which is in this case @steem-bounty, right? Is the transfer also integretaed in API?
