Yes anyone can claim tickets whether voting for burnpost or not (as long as they have enough available resource credits). It doesn't come out of reward pool or otherwise burn Steem.

sure but the steem that burns can used for this.

What do you think brings long Term more value " Burn Steem" or " onboard users ( Support projects that onboard)". IMO it is a waste of resources.

I'm all for onboarding. Here's the problem: No one has demonstrated that they can actually do it _successfully_. Not Steemit, not any of the projects claiming to onboard (some with large delegations which they usually monetize to their own benefit directly or indirectly). No one. The user base is stagnant to shrinking.

If someone demonstrates a method that can successful turn some reasonable budget in STEEM per new user into actual users who retain past early attrition then I will be the first one lining up to support such a project, and encouraging others to do so as well. I don't see it anywhere.
