There is plenty of that already being done, unfortunately with limited results in terms of retention and growth. IMO it is better to limit downward pressure on the price until real world experience shows a successful growth model for turning spend into users. As far as know it isn't currently possible to create account tickets by burning Steem, but that could be a good idea for a future upgrade.

Yes anyone can claim tickets whether voting for burnpost or not (as long as they have enough available resource credits). It doesn't come out of reward pool or otherwise burn Steem.
