BANDA ACEH - The Aceh Government's plan to damage the 2018 APBN gets responses from members of the DPRA. Some of them insisted that the APBA remain as commonly used as a diqanunkan. According to him, the effort to spread APBA is not the best solution for the people of Aceh today. The Aceh Party politician also mentioned that if the APBA is disbanded, then this is a stupid act taken by the Governor of Aceh. "Moreover, most unemployed in Aceh, therefore, should all stakeholders, both executives and legislators seek the best solution to this problem," Azhari said.
Azhari believes that the action to disseminate APBA is only based on Permendagri No. 12 in 2014, whereas there is a higher law mandating the duties and functions of the DPRA, namely budgeting, legislation and oversight. "So this is the same as ignoring the law and just sticking to the lower regulations for the governor of the ego and the government of Aceh," said Azhari Cagee.
In this APBA polemic, Azhari continued, he sees the governor seems to be governed by TAPA team, thus reinforcing APBE APG 2018 plan. He must be sorry if it is true, because of course the governor is more entitled to determine the policy. BANDA ACEH - Rencana Pemerintah Aceh untuk merusak APBN 2018 mendapat tanggapan dari anggota DPRA. Beberapa dari mereka bersikeras agar APBA tetap seperti biasa diqanunkan. Sementara Pemerintah Aceh melalui Tim Anggaran Pemerintah Aceh (TAPA) telah mengirimkan berkas ke Kementerian Dalam Negeri ke APBA dibubarkan.
Hal tersebut disampaikan oleh Anggota Banggar yang juga Sekretaris Komisi VI DPRA, Azhari Cagee SIP ke Serambi di Banda Aceh kemarin. Menurutnya, upaya untuk menyebarkan APBA bukanlah solusi terbaik bagi masyarakat Aceh saat ini. "Ini bukan solusi terbaik, karena jika sudah habis kita akan kembali menggunakan total anggaran seperti tahun lalu. Sementara saat ini, banyak program akan selesai," kata Azhari Cagee.
Politisi Partai Aceh juga menyebutkan bahwa jika APBA dibubarkan, maka ini adalah tindakan bodoh yang diambil oleh Gubernur Aceh. Alasannya, karena tingkat kemiskinan Aceh saat ini nomor dua di Sumatera. "Apalagi, sebagian besar pengangguran di Aceh, oleh karena itu, haruskah semua pemangku kepentingan, baik eksekutif maupun legislator mencari solusi terbaik untuk masalah ini," kata Azhari.
Azhari berpendapat bahwa tindakan untuk menyebarkan APBA hanya berdasarkan Permendagri No. 12 tahun 2014, padahal ada undang-undang yang lebih tinggi yang mengamanatkan tugas dan fungsi DPRA, yaitu penganggaran, legislasi dan pengawasan. "Jadi ini sama dengan mengabaikan undang-undang dan hanya berpegang pada peraturan yang lebih rendah untuk gubernur ego dan pemerintah Aceh," kata Azhari Cagee.
Dalam polemik APBA ini, lanjut Azhari, dia melihat gubernur nampaknya diatur oleh Tim TAPA, sehingga memperkuat rencana APBE APG 2018. Dia pasti menyesal jika memang benar, karena tentunya gubernur lebih berhak menentukan kebijakan. "Jangan sampai gubernur yang mengaku sebagai gubernur senior, bisa diatur oleh orang disekitarnya," kata Azhari.
Kepada Serambi, Azhari mengakui, selama ini kerap menyerap aspirasi orang yang menginginkan APBA masih melewati qanun di DPRA. Ia merasa, inilah aspirasi orang-orang yang harus diperjuangkan.
Wakil Ketua Komisi IV Dewan Perwakilan Rakyat, Asrizal H Asnawi mengatakan keinginan untuk memicu APBA adalah keinginan kuat Pemerintah Aceh sejak dua bulan terakhir. Paling tidak sudah terlihat, ketika Banggar DPRA sedang membahas KUA PPAS, tiba-tiba Tim TAPA membawa dokumen RAPBA. "Aneh sekali, dan kami merasa tidak dihargai, KUA PPAS belum disepakati, mengapa RAPBA sudah diajukan," kata Asrizal.
Menurut Ketua Fraksi PAN di DPRA, keinginan kuat Pemerintah Aceh tidak bisa dibendung oleh DPRA. Dan menurutnya, rencana untuk menyebarkan APBA merupakan bencana bagi masyarakat Aceh. "Kenapa bencana itu, karena kita kembali ke tahun lalu (anggaran), ada Rp 500 miliar yang tidak bisa digunakan, maka ada juga Silpa sampai Rp 800 miliar. Kalau program baru juga tidak bisa dijalankan, bagaimana dengan Bp. Gub menjalankan visi misinya, jika gubernur, tidak bisa, "Asrizal H Asnawi.
Secara terpisah, Juru Bicara Pemerintah Aceh, Saifullah Abdulgani mengatakan, sejak awal eksekutif telah menyampaikan bahwa gubernur APBA bukanlah pilihan, namun konsekuensinya tidak mencapai kesepakatan antara eksekutif dan legislatif. "Peraturannya bukan pilihan, tapi konsekuensinya, karena tidak ada payung hukum untuk melanjutkan pembahasan setelah penyerahan RAPBA selama 60 hari pada tanggal 4 Desember," kata Saifullah Abdulgani atau SAG.
Mengkategorikan APBA, kata dia, adalah sesuatu yang diijinkan secara konstitusional, apalagi sekarang pemerintah melihat kondisi orang yang tidak ingin melihat ini berlarut-larut. "Tentu ini juga untuk masyarakat Aceh, agar pasar atau ekonomi rakyat terus bergerak, karena kita masih bergantung pada APBA," tambah SAG.
